DE Rantau guide

What changes for DE Rantau on 1 December 2026

MDEC is replacing the DE Rantau Nomad Pass rules with an Enhanced Framework that takes effect on 1 December 2026. Three things change at once: the minimum income for the tech track rises by 50%, the maximum stay doubles, and the submission window for new applications closes for the whole of November 2026. This page records what MDEC has published, and what it has left unanswered.

The three dates

WhenWhat happens
1–30 November 2026The submission window for new DE Rantau applications is closed. Renewal applications for eligible first-time renewals continue to be accepted and processed.
1 December 2026New applications resume, under the Enhanced Framework.
1 December 2026The revised income threshold applies to new and renewal applications submitted from this date onwards.

The closure dates come from MDEC’s Expats Service Centre notice. The Enhanced Framework FAQ itself gives no dates for the closure — it says only that new applications are “temporarily unavailable during the transition period” (Q22).

What changes on 1 December

1. The tech income threshold rises by 50%

CategoryUntil 30 November 2026From 1 December 2026
Tech Talent / ProfessionUSD 24,000USD 36,000
Non-Tech Talent / ProfessionUSD 60,000USD 60,000 (unchanged)

The Enhanced Framework FAQ states that the threshold “will increase from USD24,000 to USD36,000” for Tech Talent applicants, and that the non-tech requirement “will remain unchanged at USD60,000” (Q15).

The band that disappears is USD 24,000 to USD 35,999. An applicant in that band qualified on income before, and does not from 1 December.

2. The maximum stay doubles, to four years

The Enhanced Framework sets the maximum stay at “up to four (4) years, comprising the initial pass validity period of twelve (12) months and up to three (3) approved renewals” (Q2). The previous structure allowed 24 months in total.

Renewal is not automatic. Each application is assessed separately and, if approved, granted for up to twelve months at a time (Q27). A second renewal — the third year — additionally requires a Renewal Eligibility Report (Q41).

The part that is easy to miss: renewals are judged by the new threshold

Most coverage of a threshold increase assumes existing holders are carried over on the old figure. Here they are not, and MDEC was asked the question directly.

The FAQ puts the question in the words of a holder approved under the old threshold — whether their renewal will be assessed at USD 36,000. The answer begins “Yes”, and states that any renewal application submitted from 1 December 2026 onwards is assessed against the prevailing requirements, including the revised USD 36,000 threshold for Tech Talent applicants, where applicable (Q26).

Q23 says the same thing about second and third renewals. There is no grandfathering clause anywhere in the document.

A current holder may still remain in Malaysia under their existing approved pass until it expires, subject to the pass conditions (Q17). What changes is the basis on which the next renewal is judged, not the validity of the pass already granted.

What MDEC has not said

One question is unanswered in both documents: how applications submitted before the November closure will be assessed.

The notice announcing the closure does not address it. The Enhanced Framework FAQ addresses only applications submitted from 1 December 2026 onwards, and is silent on those already lodged. Neither document contains a transitional clause, and neither says that earlier applicants keep the old threshold.

Anyone telling you that submitting before 1 November guarantees assessment at USD 24,000 is stating something MDEC has not published. It may turn out to be true. It is not, at the time of writing, on the record.

Who this actually affects

If your pass expires soon

The Enhanced Framework FAQ sets out three situations (Q23):

Your situationWhat the FAQ says
Initial pass expires on or before 31 January 2027Eligible to apply for a first renewal during the transition period, subject to complete submission requirements.
Currently on a first renewalEligible to apply for a second renewal from 1 December 2026, under the Enhanced Framework.
Has used the full 24-month validityMay only submit a renewal application from 1 December 2026, assessed under the Enhanced Framework requirements.

For first renewals accepted during the transition, the FAQ adds that an incomplete submission is not treated as a valid renewal application. A renewal filed in November with documents missing is not a renewal filed in November.

Requirements can be revised, and the Enhanced Framework FAQ states that where it conflicts with the latest official requirements, the official requirements prevail (Q43).
